The Safety Certificate Contractors (SCC) is an occupational health and safety management system recognized by the German Accreditation Body (DakkS). It was originally developed and utilized in the Netherlands by local oil companies to enhance the level of occupational health and safety when employing contractors (subcontractors). Today, predominantly oil companies, power plant operators, network operators, and many chemical companies expect their contractors to have this certification so that the clients can fulfill their duty of care in selecting contractors.

The requirements are divided into twelve chapters, which largely implement legal requirements:

  1. HSE: Policy, organization, and management commitment
  2. HSE risk assessment
  3. HSE training, information, and instruction
  4. HSE awareness
  5. HSE project planning
  6. Environmental protection
  7. Preparedness for emergency situations
  8. HSE inspections
  9. Occupational medical care
  10. Procurement and testing of machinery, equipment, materials, and substances
  11. Procurement of services
  12. Reporting, registration, and investigation of accidents, near misses, and unsafe situations

The occupational health and safety management system "Safety Certificate Contractors" (SCC) also requires, in its regulations (Chapters 3.3 and 3.4), recognized training and examination on safety, health, and environmental protection (HSE) for all operational employees and managers of the contractors (subcontractors).

For contractors, there are three levels within this framework:
  • Safety Certificate Contractors - SCC*

    This is a certification with limited scope for companies with up to 35 employees that do not subcontract technical services. The focus of this certification is the assessment of occupational health and safety management activities directly at the workplace. This includes an on-site audit evaluating the level of occupational safety during the execution of tasks at the client's site.

  • Safety Certificate Contractors - SCC**

    This is the unrestricted certification for companies with more than 35 employees and for those with fewer than 35 employees that subcontract technical services.
    In addition to evaluating occupational health and safety management activities directly at the workplace, the focus of this certification is the implementation of these activities within the company. This includes an on-site audit assessing the level of occupational safety during the execution of tasks at the client's site.

  • Safety Certificate Contractors - SCCP

    This is the unrestricted certification for companies with more than 35 employees and for those with fewer than 35 employees that subcontract technical services, and that also have to meet specific requirements from the petrochemical industry or refineries.

The SCC checklist, which is used to carry out a certification audit, contains all the test criteria that are important for the assessment during an audit and for the final certification decision.
